Drug test policy OK'd by union

The Springfield Police Supervisors Association emerged this month as the latest public safety union in Western Massachusetts to accept a drug and alcohol testing policy, an issue that has gained national attention following the deaths of two Boston firefighters.

The deaths in a West Roxbury restaurant fire in August were followed by leaked autopsy results reportedly showing that one firefighter had alcohol in his system three times the legal limit, and the other had traces of cocaine. A panel appointed by Boston Mayor Thomas Menino is now recommending random drug and alcohol testing for all Boston firefighters, a move resisted in the past by the union.

In Springfield, the new police supervisors' drug-testing policy follows a trend among the region's police and fire departments, which allows testing when there is "reasonable suspicion" of drug or alcohol use.

Police unions switch groups

Police officers from across the suburbs south of Boston are seeking new union affiliations, leaving the long-dominant International Brotherhood of Police Officers for other unions that promise better representation.

Some departments are joining the MassCOPS organization, while others are forming their own associations. A growing number are joining the two-year-old New England Police Benevolent Association, according to state Labor Relations Commission records.

Since January of last year, nearly 90 locals across the state have joined the Lowell-based Police Benevolent Association. They include unions in Hingham, Holbrook, Mattapoisett, Middleborough, Randolph, Rockland, and Weymouth.

The International Brotherhood and its parent organizations, led by powerbrokers such as the late Kenneth Lyons, once set the labor agenda in Massachusetts. Now, police say they are leaving the IBPO to better focus on issues specific to law enforcement, rather than a broad labor agenda.

Pelham force adds two officers

PELHAM — Two new officers have joined the Pelham Police Department and a nine-year veteran has made sergeant, Chief Joseph Roark said.

Glen Chase, the former traffic enforcement officer, is the new sergeant. Brian Kelly, 24, of Salem and Ronald Page, 26, of Haverhill, Mass., are the new officers. Roark announced the appointments at the selectmen’s meeting Dec. 4.

All three were sworn in last night at an official ceremony at the police station. Lt. Gary Fisher said the Police Department members and their families attended.

Chase, 33, of Pelham was previously commended for his actions during an incident when he and fellow officers were under fire. He holds a bachelor’s degree in criminal justice from University of Massachusetts in Lowell.
